Alastair Majury on Stirling Council’s Spaces for People Funding

Stirling Council has secured £513,000 Spaces for People funding, the deadline to respond to the consultation is this Friday the 23rd October.

I recommend that people Disagree to both objectives, as these objectives are similar to the objectives that resulted in the bollards being in place for around 24 hours before being removed in Bridge of Allan.
Disagreeing to these objectives would also free up funding for projects that the community actually wants.

Dunblane
Bishops Walk
Suggested Improvements
That Bishops Walk is enhanced with feature surfacing that is sensitive to the historic nature of the area, and that this surfacing makes Bishops Walk suitable for pedestrians with all mobilities, and other Active Travel modes of transport. This feature surfacing will be used to highlight that Bishops Walk is not suitable for motorised vehicles.
Also that planters, with a design that is sensitive to the historic nature of the area, are used to make Bishops Walk an Active Travel only route on a long term temporary basis (18months+), in order to prolong the lifespan of the feature surfacing and provide a safe Active Travel space.
Lighting should also be added to Bishops Walk, with a design that is sensitive to the historic nature of the area (e.g. Kings Park lighting units instead of standard lighting units), in order that Bishops Walk is safe and attractive to use by pedestrians and other Active Travel users.
Reminder of Previous Consultation Results — Stirling Council Consultation
· Strong (60%+) support:
o Lighting and surface improvements to the path linking Haining to The Cross, to the west of the cathedral
o Extend the 20mph limit in High Street to Smithy Loan junction
o Retain roundabout at south end of The Cross, and parking spaces on east side of it
o Leave Burgh Chambers Gardens as they are for the time being, with future changes forming part of a separate discussion between the Development Trust and Stirling Council
o No net change to parking spaces in the area, with all spaces on Braeport maintained



Secure Cycle Lockers at Dunblane Train Station
The secure cycle lockers at Dunblane train station and at Tesco, have a waiting list showing that these facilities are in high demand despite the presence of open to the elements and otherwise unsecure cycle parking facilities at the station.
The addition of Fixed Secure Cycle lockers at Dunblane train station would show that the council and its officers can commit to promises made, such as at an Environment & Housing Committee in 2018.
Council officers have now confirmed that they will look to better utilise the secure cycle locker infrastructure that the council has, as well as to increase the number of lockers in areas of high demand.
Cycle Parking Near the Co-Op in Dunblane
Addition of Fixed Cycle Parking near the Dunblane Co-Op would be popular, as long as now reduction in the number of parking spaces available.
Cycle Parking Beech Road Dunblane
Addition of Fixed Cycle Parking at the foot of Beech road (open non-roadway area in front of the old Marshall MacCallum Estate Agents at 1/3 High Street) would be popular, as long as now reduction in the number of parking spaces available.
Old Doune Road Near High School
Currently the build outs to narrow the road, in order to only allow one-way traffic, are insufficient as a number of motorists are deciding that two vehicles can fit through this space, and tend to end up on the footway that is opposite the build out. This makes the footway unsafe for pedestrians in particular school aged children both those who attend the high school and young children who are residents of the area.
Street Trees or Large planters should be added opposite these build outs, in order to make it clear to motorists that they have to wait and can’t mount the footway in order to ignore the build out. This will make the area safer for pedestrians.
Newton Crescent Park Path & Lighting
These suggested improvements have previously been supported by a petition with over 25 supporters.
The path should be widened in order to allow for safe passing of pedestrians, along with feature surfacing in order to ensure that the path is suitable for all pedestrians to use including those with disabilities, especially after a period of wet weather, as the current path is known to ice up after a period of wet weather and then a cold spell.
Lighting will also encourage pedestrians to use this path during the darker winter days.
As the council’s suggested alternative route is over 3 times longer than this route, these improvements should result in an increased Active Travel and a reduction of the use motor vehicles in this area.
Rylands Footway/Path (Rylands Ave to Kippendavie Ave)
The footpath should be widened in order to allow safe use by both pedestrians and cyclists, and different coloured surfacing applied in order to make it clear to users which part of the path is for cyclists and which is for pedestrians. Choice of colours should be sympathetic to the surrounding area.
Ochlochy Park Footway/Paths
Segments of the path are currently very muddy and even, making these paths unsuitable for some pedestrians.
The footpaths should be widened where possible in order to allow safe passing by pedestrians, and surfacing reviewed and applied where needed in order to make the paths even and suitable for all pedestrians including those with disabilities.
Braemar Park Footway/Paths
The footpaths should be widened where possible in order to allow safe passing by pedestrians, and surfacing reviewed and applied where needed in order to make the paths even and suitable for all pedestrians including those with disabilities.
Laighhills Footway/Paths
The high traffic footways in the Laighhills should be reviewed and enhanced where required in order to ensure that they are wide enough to allow safe passing by pedestrians, and surfacing added where needed in order to make the paths even and suitable for all pedestrians including those with disabilities.
Grant Drive to Auchinlay Footway/Path
The footpath should be widened in order to allow safe use by both pedestrians and cyclists, and different coloured surfacing applied in order to make it clear to users which part of the path is for cyclists and which is for pedestrians. Choice of colours should be sympathetic to the surrounding area.
Daniel Avenue to Barbush Footway/Path
The footpath should be widened in order to allow safe use by both pedestrians and cyclists, and different coloured surfacing applied in order to make it clear to users which part of the path is for cyclists and which is for pedestrians. Barbush to Alpine Drive to Wedderburn Road Footway/Path

Montgomery Crescent to Baxter’s Loan Footway/Path

Dunblane to Ashfield Footway/Path

Currently Closed Laighhills Footway/Path
LAIGHHILLS NORTHEAST ALLAN WATER FOOTPATH COLLAPSE

The path/footway should be re-routed in order to allow walkers complete a circuit around the Laighhills. The new sections of the path/footway should be wide enough to allow safe passing of both pedestrians and cyclists.
Along with the connected paths should also be widened in order to allow safe use by both pedestrians and cyclists, and different coloured surfacing applied in order to make it clear to users which part of the path is for cyclists and which is for pedestrians. Choice of colours should be sympathetic to the surrounding area.
Rylands Play Park Footways/Paths
Footways/Paths should be created from the existing Rylands Footway/Path (at same time that path/footway is being enhanced), that are wide enough to allow safe passing of play park users and any supervising adults, and allow for a one-way system between the play equipment, and to/from the play area.
George Street Play Park Footways/Paths
Footways/Paths should be created from the existing entrances, that are wide enough to allow safe passing of play park users and any supervising adults, and allow for a one-way system between the play equipment, and to/from the play area.
Laighhills Footbridge Over Railway
That the overgrown foliage next to the concrete steps are cut back, in order that the full width of the concrete steps can be used, and allow for safe passing of pedestrians.
Feature (Non-slip) Surfacing should be added to the bridge, in order that pedestrians feel that the bridge is safe to use, including in wet and cold conditions.
River Allan Path/Footway Opposite Side From The Cathedral
That railings are added along the full length of this footway, in order to allow pedestrians and other Active Travel users use the full width of the footway safely, to allow safe passing of pedestrians.
Wallace Road / Grant Drive / Doune Road Junction
That a raised crossing is added that will provide a safer crossing point for both primary school and high school aged children. This should also serve to reduce/keep motorists to the 30mph limit, due to the presence and visibility of the nearby 40mph limit this results in speeding motorists despite the likely presence of children.
Buccleuch Court Speed Calming
Despite this being a long standing 20mph limit, even before a majority of Dunblane was converted to 20mph limits, even though a majority (>50% of those surveyed) opposed the wider rollout of 20mph limits, motorists continue to travel at excess speed in the court.
A raised crossing should be added to the entrance of Buccleuch Court, in order to slow traffic down, and also indicate priority for pedestrians crossing this road junction.
Large planters should also be added throughout the court , in order to convert Buccleuch Court, from a 20mph limit to a 20mph zone.
Haining Beyond Haining Car Park Entrance
That this is restricted to be access for residents only. A change to the road surface in order to indicate that this is now primarily for cyclists and residents’ access only.
Where possible the footway should be widened in order to allow safe passing of pedestrians, and by narrowing the road, indicating this this is a 20mph limit area, and that drivers should drive accordingly, rather than the average speed reduction of less than 1mph as indicated by government studies, and the experience of residents.
Bridge of Allan

A9 From Bridge of Allan To Keir Roundabout
The existing footway should be widened where possible, for example the removal of the grass border between the footway/path and the road. The footway/path should be surfaced so that it is suitable for pedestrians of differing mobilities including the disabled. The path/footway should be widened in order to allow safe use by both pedestrians and cyclists.
Henderson Street Prior to Allan Water Café
A fixed rack for cycles should be added, as long as this does not result in a reduction of available parking spaces.
Henderson Street Near New Street
A fixed rack for cycles should be added, as long as this does not result in a reduction of available parking spaces.
Henderson Street Near Union Street Junction
A fixed rack for cycles should be added, as long as this does not result in a reduction of available parking spaces.
Fountain Road Car Park
A fixed rack for cycles should be added, as long as this does not result in a reduction of available parking spaces.
Fountain Play Park Footways/Paths
The footway/paths should be widened where possible in order to allow for safe passing of park users. The surface of the path should be suitable for all park users, including those who are disabled and require a wheelchair, so that they can more easily move around the park and access suitable play equipment.
Bridge of Allan to Wallace High School Route
Currently the school children are expected to cross the busy A9 at least twice, due to the presence of the cyclist only path that is on the same side of the school. School children are also expected to cross the entrance to the University.
The cyclist only path should be widened in order to allow safe use by both pedestrians and cyclists.
Alternatively, it has been suggested that a new footway/path should be added at the lower level on the school side of the cyclist only path.
Either one of these changes would make it safer for pupils to walk to school and should accordingly result in an increase of Active Travel as the mode of transport to the school.
Stirling North — NCR 76
NCR 76
Due to Stirling Council using part of the NCR 76 for storage of aggregates at certain times of year, this results in parts of the NCR 76 being too narrow for cyclists to safely use or to pass each other. Where required the NCR 76 should be widened in order to allow safe use and passing of cyclists.
Cutting back foliage where applicable in order to also increase the usable width of the cycle route would aid in allowing cyclists to safely use and pass each other on this route.
Trossachs and Teith — NCR 765
NCR 765

The wooden bridge on NCR 765 from Dunblane to Doune, requires enhancement with a Long Term temporary (18 months +) anti-slip surface, in order that users of this route feel safe to use this route. This should result in an increased Active Travel along this route.
Also, closer to Doune part of the path is extremely uneven due to tree roots, this surface should be enhanced so that it is a safe and smooth service for cyclists to use.
