Great to see the updated Dunblane Community Council on the local website, and that they have felt the need to link and quote from the relevant Local Government Acts.

However they have failed to either link to or quote from the Stirling Council Scheme of Establishment that they must adhere to. Available here.

Why do you think that the Dunblane Community Council has neglected to link to and quote from the Stirling Council Scheme of Establishment?

This includes the statutory purpose from which the Dunblane Community Council quotes from as below:

Also the roles and responsibilities of Community Councils in the Stirling Council area.

This clearly states:

It is essential that these views be demonstrated to be accurately representative of the community. Accordingly, the Community Council will have in place, in consultation with the Council and other key stakeholders/partners, recognised consultative mechanisms to validate their views and devise strategies to secure greater involvement by all sectors of the community.

Which the Dunblane Community Council should be well aware of.

Community Councillors Code of Conduct

The Stirling Council Code of Conduct for Community Councillors, highlights that they have a duty to establish and reflect, through the Community Council, the views of the community as a whole, on any issue, irrespective of personal opinion.

And provides some examples of consultative mechanisms — Various mechanisms to allow the general community to express their views, i.e. suggestion boxes, community surveys, opinion polls should, where possible, be made available.

These are missing from the Dunblane Community Council’s Consultation policy.

Would you like to see Dunblane Community Council use recognised consultative mechanisms (as required by the Scheme of Establishment) such as community surveys, and opinion polls in future before making decisions on our behalf?

Do you think that the Dunblane Community Council’s response to the concerns that have been raised by members of the community is appropriate?

Do you believe that the Dunblane Community Council is operating in compliance with respect to the Statutory Purpose of Community Councils or Stirling Council’s Scheme of Establishment?
