Stirling Council’s proposed 20MPH restrictions for Dunblane

Stirling Council issued a statutory Traffic Regulation Order (TRO) notice for publication in the 30th January 2019 issue of the Stirling Observer. A copy of which is available at the bottom of this page as Appendix 1.

Results shared with Stirling Council Officers and Dunblane Community Council

I shared the results that I gathered from the survey with Council Officers and the Dunblane Community Council.

Although the results indicated that a majority of people didn’t support these proposals, Dunblane Community Council wrote a letter of support to Stirling Council in relation to these proposals.

At February’s full council I asked the following written question:

Would the convener confirm that 20mph Limits & Zones will only be introduced to communities where there is demonstrable majority community support for these initiatives?

Answer

The communities included in the current 20mph proposals were identified by officers as there had already been requests and support shown by members of those communities, through previous contacts, for implementation of 20mph limits and limit areas. The statutory Traffic Regulation Order and Consultation process has been undertaken and the proposals have been well received with only 4 objections lodged. Officers are currently reviewing these objections and will submit their recommendations to the Environment & Housing Committee shortly.

I can confirm that 20mph limits will only be implemented following full public consultation and engagement.

I asked Stirling Council what public consultation took place with respect to these proposals and received the following response.

We have had numerous requests from residents and organisations in Dunblane for the introduction of new 20 mph limits and zones in the area and felt that communication with the local councillors and Community Council, along with the advertisement of the traffic regulation process and our ongoing local conversations, meant that we had carried out a full consultation and engagement exercise.

I asked the following questions in response to this and have not yet had a response.

What Community Wide consultation and engagement took place prior to the TRO notice being issued?

What Community Wide consultation and engagement took place after to the TRO notice being issued?

The Environment & Housing Convenor has in his written response to my question stated the following: I can confirm that 20mph limits will only be implemented following full public consultation and engagement.”

Do you feel that that Dunblane has had full public consultation and engagement” with respect to these proposed 20mph restrictions?

Do you believe that the Dunblane Community Council consulted the wider community and were right to write a letter of support to Stirling Council in relation to these proposals?

Appendix 1 — Stirling Council TRO Notice for 30th January 2019

The COUNCIL propose to make The Stirling Council (20mph Speed Limit) (Consolidation and Amendment No 43) Order 2019 under the Road Traffic Regulation Act 1984 (as amended).

This Order proposes to introduce new 20-mph Limit on Ardochbank, Argaty Road, Balkerach Street, Bank Street, Beech Court, Birch Court, Castle Road, Cedar Court, Elm Court, Fir Road, George Street, Gilbert Grove, Hall Lane, King Street, Larch Crescent, Main Street, Moray Street, Muir Crescent, North Lea, Pine Court, Queen Street, Rowan Court and The Cross, Doune; Albert Street, Anchorcross, Anderson Court, Anderson Street, Anne Street, Ardnablane, Ardoch Crescent, Argyle Park, Argyle Terrace, Argyle Way, Atholl Court, Atholl Place, Auchinlay Road, Balmoral Court, Braemar Avenue, Braemar Grove, Braemar Park, Bruce Avenue, Buchan Drive, Cemetery Road, Charles Street, Coldstream Avenue, Drumcastle Court, Edward Place, Edward Street, George Street, Gibson Grove, Glen Court, Grant Drive, Highfields, Hillside Avenue, Kellie Wynd, Kilbryde Crescent, Kilbryde Grove, Kippendavie Avenue, Kippendavie Road, Landrick Avenue, Landrick Terrace, Lawder Place, Ledcameroch Gardens, Leewood Park, Leewood Road, Montrose Way, Murdoch Terrace, Newton Crescent, Newton Loan, Ochiltree, Ochiltree Court, Ochlochy Park, Old Doune Road, Ramsay Drive, Robertson Road, Roman Way, Rylands Avenue, Rylands Road, Scott Drive, Springbank Crescent, Springbank Gardens, St Clement Avenue, St Lawrence Avenue, St Margaret’s Loan, St Mary’s Drive, Strathmore Avenue, The Crescent, Wallace Road, Well Place, and Whitecross Avenue, Dunblane; Dunmore Gardens, Kippen Road, Main Street, Menzies Avenue, Menzies Crescent, Menzies Drive and Menzies Terrace, Fintry; Burngreen, Burnside, Cameron Crescent, Castlehill, Castlehill Loan, Davidson Lea, Denovan Crescent, Fintry Road, Fore Road (B8037), Hays Hill, Main Street, Menteith Crescent, Oakwood, Old Vinery, Redgate Hill, Scott Brae, Station Road and The Acres Kippen; and Ballengeich Pass, Ballengeich Road, Barnton Street, Castle Wynd, Glencoe Road Public Lane, Harvey Wynd, King Street, Lower Castlehill, Maxwell Place, Port Street, Princes Street, Seaforth Place, Spittal Street, St John Street, St Mary’s Wynd, The Back Walk, Upper Bridge Street, Upper Castlehill, Upper Craigs, Viewfield Place, Viewfield Street, Stirling.

St John Street (cul-de-sac), Stirling which is currently a 20mph zone shall also become a 20mph limit.

The Order also proposes to introduce a new 20-mph zone on Alpin Drive, Barbush, Barclay Place, Bellenden Grove, Cockburn Avenue, Dougal Court, Douglas Place, Graham Avenue, Hepburn Court, Ingram Drive, Morrison Place, Pont Crescent and Wedderburn Road, Dunblane; Borestone Place, Campbell Court, Carron Place, Cultenhove Crescent, Cultenhove Place, Elmbank Road, Gateside Road, Glasgow Road (Service Road), Graystale Road, McLachlan Avenue, Pat Kelly Avenue, Sauchie Street, Wallstale Road and William Booth Place, Stirling

The Order will also extend the existing 20mph zone in Bannockburn Road, Cowie and Springbank Road, Doune; and Bearside Road, Craigend Road, Cultenhove Road and Howlands Road, Stirling.

All restrictions are being introduced in the interests of public safety.

Objectors must state their reasons in writing to The Manager Roads and Land, Environment and Place, Endrick House, Kerse Road, Stirling, FK7 7SN quoting reference TM/6 — SRO/2019(225) by 22–2–19.
